Regional Housing Fund - Chair person & 3x Directors

Toi Foundation is leading the establishment of the Taranaki Regional Housing Fund (the Fund). While land supply is sufficient to meet demand, Taranaki faces persistent gaps in housing typology and tenure - including strong unmet demand for 1–2 bedroom homes and alternative pathways beyond standard rental and ownership models. The Fund will invest in housing solutions that improve equity and affordability, while growing and recycling capital over time so it can continue to support future housing outcomes.


The Fund will be a Limited Partnership model, with the Fund Board of Directors governing the General Partner (a limited liability company) which will be responsible for identifying, assessing, and investing in housing projects that deliver the impacts sought whilst also meeting financial objectives. The Fund Board will be supported by administrative, impact and investment advisory resource.


The Fund’s is expected to be operational by 1 July 2026.

Board Members will guide the early delivery of the Fund, ensuring it achieves its investment and impact objectives while maintaining long-term financial sustainability. While a significant amount of work had been done to identify a pipeline of potential projects and establishing the Fund itself, there will still be a period of bedding the Fund in and refining its processes.


We are seeking to appoint four directors who collectively bring experience in areas such as:

  •  Strong understanding of housing markets, development, and needs in Taranaki, including equity, typology and tenure dynamics.
  •   Investment and capital expertise, including experience in housing development, project finance and/or investment decision making.
  •   Demonstrated relationship capability across iwi, community, development and investment sectors (with an emphasis on Taranaki).
  •   Across these appointments, we are seeking individuals who:
  •   Have an ability to balance measurable social impact objectives with financial sustainability.
  •   Know how to operate in complex or multi-stakeholder environments.
  •   Are comfortable working with a start-up mindset as the Fund is established and makes its initial investments.
  •   Have governance experience, whether that is in the commercial, not-for-profit or community fields.
